Through this research work, the districts of Vallecas are analyzed from an economic, social, identitarian and urban perspective. After reviewing historical data on the formation of the Valleca's collective identity, as a consequence of the strong discrimination that it has been suffering, the demographic statistics of the districts are studied to conclude that their level of segregation from the rest of Madrid is directly proportional to the difference in municipal budgets invested among the districts. Therefore, through the course of this research work we will analyze the Urban Action Plans of Vallecas and produce a parametric model that tries to examinate the abandonment of citizen listening through the process of projecting new neiborhoods in Vallecas in accordance with the urban stablished laws.
